Stephen Breyer was appointed to the Supreme Court in 1994 by President Bill Clinton. Prior to serving on the Court, he was a law professor and lecturer at Harvard Law School. Breyer held other prominent positions in his legal career including special assistant to the US Assistant Attorney general, assistant special prosecutor on the Watergate Special Prosecution Force, and served on the First Circuit Court of Appeals from 1980 to 1994.
Justice Breyer's published works include Breaking the Vicious Circle: Toward Effective Risk Regulation (Harvard University Press, 1993), Regulation and Its Reform (Harvard University Press, 1982), Administrative Law and Regulatory Policy (with Richard Stewart, Little Brown, 3rd ed. 1992); The Federal Power Commission and the Regulation of Energy (with Paul MacAvoy, Brookings, 1974). He has contributed numerous articles to legal journals primarily on the subjects of administrative law and economic regulation.
